Pair Busted With Fentanyl, Cocaine During Speeding Stop In Maryland, Sheriff Says

Two people were arrested during a speeding stop in Carroll County after being busted with drugs in Westminster, according to the sheriff's office.

Hedgesville native Brian Keith Smeltzer, 52, and Samantha Renae Arbogast, 43, of Clear Brooke, Virginia, were both arrested on Monday afternoon following a traffic stop when the former was caught speeding, officials say.

Shortly before 3 p.m. on April 29, a deputy on patrol in the area of Taneytown Pike and Hughes Shop Road in Westminster spotted Smeltzer driving a silver Chrysler Town and County van traveling at what appeared to be greater than the posted 55mph, prompting the stop. 

According to a spokesperson from the Carrol County Sheriff's Office, neither Smeltzer nor Arbogast had valid driver's license, and it was determined that the driver was wanted in Frederick County on an outstanding arrest warrant.

Due to his status, Smeltzer was detained, and a Westminster Police Department K9 confirmed that there were drugs inside the vehicle, which led to Arbogast's apprehension as well when she was caught attempting to throw a green container with suspected crack cocaine under the deputy's patrol vehicle.

The search of their vehicle led to the recovery of approximately 100 empty gel capsules, 61 grams of suspected fentanyl, 33 grams of suspected cocaine, .50 grams of suspected crack cocaine, and a digital scale. 

Smeltzer was also found to have over $1,000 in cash in various denominations.

Both were arrested and taken to the Carroll County Central Booking Facility where Smeltzer and Arbogast were charged with CDS: Possession with intent to distribute narcotics, and two counts each of CDS: Possession of not cannabis, and possession of CDS paraphernalia.

The drier was also cited for multiple traffic violations.

Arbogast was subsequently released on recognizance, while Smeltzer was held in the custody of the Carroll County Detention Center until he could be extradited to Frederick County on the outstanding warrant.
